The problem

Estimators re-key the same line items from tender PDFs into spreadsheets, bond forms, and quote requests. An AI that guesses a number in a bid is worse than no AI at all.

One project record for civil contractors, from tender to closeout: bids, contracts, RFIs, vendor quotes, and drawings. The AI pulls line items and bond terms out of tender PDFs and cites the page for every value.

What we built

  1. 01

Tender intake that refuses to guess

Every value the model extracts must come with a quote, and that quote must be found on the cited page. If it is not there, the value is dropped.

  2. 02

    A second, adversarial pass

Bond terms are re-checked by a second model run. Disagreements land in a disputed state for a person to resolve.

  3. 03

    OCR for scanned tenders

Scanned pages go through OCR with retry handling before extraction, so old tender packages work too.

  4. 04

    One platform, several products

A multi-tenant backend with organizations, seats, and per-module entitlements, shared with a sibling password-sharing product and its Chrome extension.

Engineering notes

  • A Postgres-backed job queue with leases, orphan reclaim, and skip-locked selection. No extra broker to run.
  • Token and cost recorded on every LLM call.
  • Page-targeted retrieval of candidate pages before extraction, so the model reads the right pages instead of the whole package.
  • Marketing site on Cloudflare Workers with a D1-backed wait list and Turnstile.
